Looking even superficially at the situation in Haiti, we Haitians must recognize that the Haitian state at present is bankrupt and does not exist. One can then ask, since the Haitian nation exists through its citizens, but the Haitian state as an organization representing the citizens is not, who should assume the so-called state responsibilities in the meantime?
